TECHNICAL DAN SPECIFICATION COMMITTEE (JTekS)

INTRODUCTION

The Technical and Specification Committee (JTekS) of Universiti Putra Malaysia (UPM) is a technical committee established under the Development and Asset Management Office (PPPA) to carry out the functions of evaluating, reviewing, and verifying the technical requirements and specifications for all proposed physical development projects and asset procurements of the University.

The Committee is responsible for ensuring that every proposal submitted fully complies with the applicable standards, guidelines, technical specifications, and regulatory requirements. In this regard, JTekS serves as a technical control mechanism to ensure the accuracy of design, completeness of specifications, suitability of materials, and the effectiveness of project implementation in terms of cost, constructability, and maintenance.

Through the implementation of a systematic, structured, and transparent evaluation process, JTekS ensures that all physical development projects of the University are executed in a controlled, high-quality, safe, and sustainable manner, in line with good governance principles and the strategic objectives of Universiti Putra Malaysia.

 

TERMS OF REFERENCE (JTekS)

The authority and responsibilities of the Committee are as follows:

  • To endorse and approve Tender Documents (Bill of Quantities, Specifications, and Drawings) for the procurement of works, supplies, and services for projects valued at RM1,000,000.00 and above;
  • To endorse and approve Quotation Document A (Bill of Quantities, Specifications, and Drawings) for the procurement of works, supplies, and services valued from RM50,000.00 up to RM1,000,000.00;
  • The frequency of meetings shall be based on the number of applications submitted, including cases involving a single application;
  • The validity period of JTekS approval shall be three (3) months from the date of issuance of the JTekS meeting minutes.
